A virtual filing cabinet is a place to keep links to resources and blogposts that you don't want to forget. This can also be achieved through a bookmarking tool such as Diigo, but the use of a blogpost allows for multiple users to view the archive without having to log in to an application. There is more flexibility in the formatting of the virtual filing cabinet. A short description of the resource can also be shared, which gives the virtual filing cabinet an advantage over links shared through dropbox.
